On-demand artifact — the standard path
The explicit path: you decide the scope, call POST /artifacts, poll
until it is completed, then mint signed URLs to download the GeoParquet
bundle. Use this whenever the export is not tied to a single upload — a
facility, a supplier, a name, or a periodic regulatory pack.
Scope is exactly one filter. The create request carries a single
filtersentry withcondition: "eq". See the scope model for the full attribute list.
