Get Traces Statement
The complete as-filed statement TRACES holds for one of the current version's filed statements — producers, commodities, and decoded geometry — for audit/comparison against what fm-api holds locally. Nothing retrieved here is persisted; it is a pure live read.
Separate from Get Traces Overview deliberately: a statement can carry up to 25 MiB of geometry across 199+ producers (§14), so the cheap overview must never silently become this call.
?filter[statement_index] selects one statement of a split (batched)
filing; defaults to 0.

| 404 | NOT_FOUND | No filed statement at the requested index, or the record isn't visible |
| 409 | TRACES_REFERENCE_PENDING | TRACES hasn't issued the reference/verification number for this statement yet |
| 502 | TRACES_REQUEST_REJECTED | TRACES answered with an authoritative fault — retrying will not help |
| 503 | TRACES_UNAVAILABLE | TRACES could not be reached — transient, safe to retry |
